THE DIRECTORATE OF ADMINISTRATION (MANAGEMENT SUPPORT SERVICES)

MANDATE
To provide Policy guidance and leadership for the prudent use of resources and provision of sound administrative and allied support services to ensure that the core functions of the Ministry are effectively and efficiently executed.

CORE FUNCTIONS AND PROGRAMMES
The Administration Directorate is responsible for office management and support services.  The specific functions and activities are:

(1) GENERAL ADMINISTRATION

  • Provision of general support services (sanitation, landscape and messengerial services);
  • Management of assets (Maintenance of vehicles, office equipment, and office buildings).
  • Preparing and updating of assets registers and office inventories
  • Conducting supportive supervision and oversight of administrative functions in all the Ministry’s Technical Departments, Regional/Zone offices and District Offices.
  • Responding to Public Accounts Committee queries and any other internal and external audit issues (External Financial, Projects Funded and Procurement Audit Reports).
  • Providing oversight in the disposal of obsolete equipment and stores of the Ministry including all Technical Departments.
  • Ensuring that security services are provided to Ministry’s property (Hiring of security services).
  • Coordinate protocol services and provide administrative support for all Ministerial ceremonies e.g. Handovers, Launches, World Days, Press Conferences, Special Recognitions. 
  • Provide administrative support to support and technical departments for all miscellaneous areas.
  • Represent the Ministry in various Technical Working Groups (TWGs) 
  • Coordinate all Legal matters with the Ministry of Justice, Office of the Ombudsman and the Anti-Corruption Bureau.
  • Coordinate all Parliamentary matters.
OTHER FUNCTIONS PERFORMED BY GENERAL ADMINISTRATION

(i) Coordination and overall supervision of Allied Management/Administrative support services
  • Coordination of protocol services e.g. visas, VIP requests, attending to Ministry’s guests
  • Coordination of all Ministerial ceremonies e.g. Handovers, Launches, World Days, Press Conferences, Special Recognitions, International meetings like SADC & other groupings.
  • Representing the Ministry in various Technical Working Groups and inter-Ministerial meetings.
  • Oversee office space needs and allocation at Ministry headquarters and all Departments.
  • Provide administrative support to internal departments for all miscellaneous areas.
  • Ensuring that the Officers are provided with communication facilities like internet and ICT facilities and equipment.
(ii) Fleet Management
  • Maintenance and repairs of vehicles
  • Insurance and COFs
  • Update Inventor and database of vehicles and motorcycles
  • Fuel Management versus control measures - audit queries
  • Vehicle Log books
(iii) Provision of Utilities and Sanitation Services
  • Payment of water and electricity bills in time to avoid disconnections – Prepaid meters should be encouraged and installed.
  • Availability of water & electricity are key to achieving good working environment.
  • Rectifying all maintenance problems such as leakages of water pipes.
  • Maintaining a clean and hazardous free environment.
(iv) Provision of Security Services
  • Ensuring there is provision of security and a secure environment for Government property against thefty, and other calamities like fire.
(v) Maintenance of Assets and Update of Inventories & Assets Register.
  • Ensuring that maintenance of assets is done in line with the procurement procedures.
  • Updating the office inventories and registering all Government property in the Assets Register.
  • Boarding off all the obsolete and non-serviceable assets in accordance to the standing assets disposal procedures.
(2) FINANCE/ACCOUNTS
Manages financial resources and processes payments

(3) HUMAN RESOURCE MANAGEMENT
Manages staff as resources so that they are aligned to a high-performance culture in their respective job roles in order to achieve high quality service delivery through:  recruitment, training, performance management and Human Resource Audit among others.

(4) INTERNAL AUDIT SECTION
It is responsible for provision of an independent evaluation on the effectiveness of governance, risk management and control processes through assurance and consulting services.

(5) PROCUREMENT UNITS
It is responsible for the procurement, storage and issue of stores and other items. The Unit provides secretarial services to the Internal Procurement and Disposal of Assets Committee in accordance to set out Government procedures and in line with the Ministry’s Procurement Plan.

(6) ICT UNIT
Provides ICT services as a driving force in the delivery of services, provides wired/wireless internet services and provides ICT technical support services to various user sections.
3.7 Nutrition Unit
It provides nutritional support  to members of staff including those  living with HIV/AIDS.
